Minutes of Meeting held on July 21, 2015


The meeting of the LEA WOOD HOME OWNERS ASSOCIATION was called to order at 6:00 p.m. by Noland Whaley, President.

Minutes from June, 2015 – APPROVED
Financials for June, 2015 – APPROVED


Old Business:

·         Irrigation bill
o   Udie discussed the bill…project is completed

·         Contractor’s (Dwain Murphree) bill
o   Udie reports little patches of dry rot, the sprinkler hitting buildings possibly
o   Ivy away from building
o   Blackberry bushes in vacant units yard
o   Will have 1307 contact Dwain individually for flooring

·         Gutter Work
o   Ron Lago’s report: 
o   Udie submitted Cutting Edge’s completion report, and bill
§  There is a need for permanent safety hooks for all future work
§  Drain baskets need to be replaced in some
§  Some drains are plugged, Udie recommended having the drains unplugged on a building by building basis, to keep the cost down
§  Noland discussed budget allowance and preparing for Annual Budget 2016


·         Annual meeting –
o   Market of Choice?  Noland says it is big enough
o   EWEB is no longer offering free community space
o   Udie will check Camp Harlow

·         Parking at the 1300 block – violations still happening
o   More Warning signs to place on vehicles were distributed to the Board
           
New Business:  
           
·         Complaints
o   Complaints/emails from 1301 discussed
o   Letter has been sent to 1353 about dog(s) barking-
§  Another letter is required
§  Greg gave us a report
·         Renter doesn’t care/attitude issue
·         Renter has 2 dogs, HOA rules allow only one

·         Dick asked about the field next to 1300 block. He is concerned it is a fire hazard
o   Udie will find out from the City about fire hazard, but it is a protected wetland

·         Rentals issues
o   HOA has the right to demand that any sale must be to an owner to be owner occupied
o   Many recent inquiries about purchasing a condo (as a rental)
o   Per HOA rules, condos must be purchased as “owner occupied”.
§  After 18 months, owner may submit request to HOA to be turned into a rental. 
§  BUT, it is subject to HOA approval…it can be denied
